There aren't enough admins to make sure that nothing bad is happening at all times, so the server is only online during events or when people are available.

Generally no, but some exceptions might be made depending on the case. You can ask an admin for permission if you need to. [Note: Lunar Client and similar clients are still perfectly acceptable.]
